In relation to your original post, your users can actually use the JotForm Mobile App, then enable the offline feature.
Users should still complete the form and submit it so that there answers can be saved locally on their phone. Once they go online again, the locally saved data will be sent to JotForm.

Hi there,
But can they access the form via a link? Does it open the mobile app?
We don't want them to have access to any of our other forms, just the one they are accessing (always via a URL).

For them to be able to fill out the form using the JotForm Mobile app, you would need to assign the form to each of your users. They will only have access to the form you assigned to them and their own submissions.

Apologies, I forgot to point out that, that option is only ideal if you know your users.
On the other hand, you can also make use of the Save and Continue Later workaround. You would need to divide your form into several pages for this to work, and their data is saved per page. So if they loose connectivity sample while on Page 5, only values from Page 1 to Page 4 is saved. They can then continue filling out the form when they go back online. Please see this guide to do so:
