I did a test run on my account and it is still not working after I have input in my paypal authorization information.
The message says the merchant is not set up.
I don't know who else to contact.

Do note that you would need a business account in PayPal to use the PayPal Pro Integration.
I have checked your form and it seems you may have setup the integration correctly.
However, the error message you have received suggests your account is not setup correctly in PayPal.
Can you please contact PayPal support and ensure that your account is set up to process Website Payments Pro transactions and that the billing agreement is accepted?
