How to change error message not in settings list

I want to change the 'You are not eligible to submit this form' error message that appears based on a disable submit button condition but this option doesn't exist in the error message section of settings.

Meanwhile, if that message is shown when submit button is disabled, it seems to me that it is a field on your form. Please browse thru each field on your form to find such message to edit it.
