404 Error when clicking attached document?

Hello. Very strange problem we are having here. A user has submitted the job application via our website. 

When the end user gets the email, there is a file they uploaded as we encourage them to upload a resume with the form. 

When the link is clicked, it shows a 404 error. 

Please read the email I have attached from my client. I am the guy that is setting up the form for them. The link however, is working on my end. It downloads the document when clicked.

In order for someone else to be able to view uploaded files without logging in to your account, please make sure that this option is unchecked:

https://www.jotform.com/myaccount/settings
