Hi there. I am having a similar issue from around the same date in September as the original poster. As one of the email steps was not sending I went in to check the conditions out and amend the email recipient to myself for fault-finding. This did not provide any clues, so I attempted to change the email back to the original recipient but could no longer save the form as the message "To use multiple recipients, please upgrade your account." is displayed which prevented saving.
I hope this makes sense.

Could you please let me know which form are you facing the email sending issue with? I can inspect and check if the emails log.
Also note, free account can add only one recipient per notification. If you want to add more than one receipients then you will need to create multiple email notification. Guide: https://www.jotform.com/help/39-Send-Notifications-to-Multiple-Recipients

I inspected your form and I could see emails are being sent fine. I could not catch the exact step where the email is not being sent. Could you please provide me the details of the email notifications you have an issue with?

It is under 'conditions': when trying to change Step 3, Under send/email - I need to change it to 'Notify Finance 3' , but it isn't allowing me to change this action and save it. I have the error: To use multiple recipients, please upgrade your account."

Apologies for the inconvenience caused to you. I have checked your account and I can see that you are on free plan.
As a free account holder you are only allowed to add one email notification and one autoresponder condition.
So to have multiple email notifications you will have to upgrade your account.

Is this a new aspect of Jotform with upgrading? As we have used this form for quite a while (few years now) and never had a problem with the form. Have the rules changed?
