Hello,  I need to be able to redirect users to separate URL (dropbox site), and then have the user to continue to answer questions based on the URL that they read.  How do I go about this?

Unfortunately, there is no way to redirect the user in the middle of the form filling process to another URL, and then have them redirected back to the form.

You can only redirect them to a specific URL after submission, even based on conditions: https://www.jotform.com/help/317-Change-Thank-You-Page-URL-Based-on-a-Condition

So, if you want them to visit a page, while filling the form, the only option would be by displaying the the links through a Text field:

    1) Click on the Text field.

    2) Select the text.

    3) Click on the Insert Link icon.

    4) Enter the URL and click on the OK button:

If you have multiple links, you can add them each in a Text field, and if you need to display them to the user based on a previous form fields selection, you can do it through HIDE/SHOW conditions: https://www.jotform.com/help/316-How-to-Show-or-Hide-Fields-Base-on-User-s-Answer
