Created two registration forms with paypal functionality. I am not receiving emails from submissions. It seems that my email settings are correct and my spam filters are off. The only thing I can think is that since I am testing but not actually purchasing anything from paypal, the email is not being sent. Is this correct? and if so can the email be sent prior to the payment sections

Since the email address (email@example.com) is not the primary account's email address, it will not send the notification when you click the test email button. Test email button will only work for account's primary email address. Please try to test it on preview mode.
The email notification will be sent once the form is submitted. You can also modify it on the properties of the payment.
Click the gear icon on the paypal field.
Then , Edit pending payment e-mail to yes so you will receive the email notification even the form is not completed.
