Yes using a JPG as the form background can be made possible by injecting custom CSS into your form.
To inject custom CSS:
1. Go to Setup & Embed > Preferences > Form Styles > Inject Custom CSS
2. Insert this piece of CSS code. Replace the image url with the link of the image that you would like to set as background.
3. Save your form.
