I have successfully used the PDF editor to create a PDF and link it to a form.
I can successfully go to the form, enter data and have it create the PDF with my form data embedded.
I have successully configured the auto-responder to send the PDF as an attachment after submission.
I have also created a link to the PDF that was created in the thank you page. If I click the link while logged into Jotform in Chrome, I can see and download the PDF.

However, if I click paste the URL into a different browser (IE) that is not logged into JotForm (e.g. as if I were an end user), I get a 404 error, even though it's the exact same URL.

This has been replicated by other staff here at my company.

Is this a restriction in JotForm? Is it only that Jotform users can download PDFs generated through the PDF editor or can the end user who fills out the form download as well?

The regular PDF Download link should work for the end-user when the 'Require log-in to see submissions.' option is unchecked in account settings:
