I need to a drop down list of different email, so that the sender can send the form to whichever email they choose from the list.

It is possible using the Conditions.
1. Create a dropdown field with the list of emails
2. Go to Email Alerts, create a notification
3. Click Conditions (see image below).
4. Choose Send E-mail after submission
5. Set up the conditions. It's straight forward and easy.
