How can I setup my form for a "Submission Approval" process?

but we would like an authorization process just to vet the content.  99% of the time these will be valid users but there is a small percentage that may misuse the system.

Are you looking to verify submissions first before they are recorded in the form or submissions page? Can you clarify that? Because the approval process is a bit different unless you mean multiple departments will do the approval in the form upon submission by the user.

If it's to verify first the submission before it is recorded, we do not have this, but we can look for a workaround.

If you want to secure the grid listing report, you can set a password on it in the settings.
