How can I ask a question where I give them choices, but they can answer more than one choice?

Can I do drop down or check box type questions, yet allow them to choose more than one answer  (or even all answers)?

If so, can I add a sub-title to the question informing them to pick all applicable answers?

You can accomplish that with our checkboxes  or dropdown under Form Tools

You can also use a hover text or sublabels to warn them , as shown below. To do that simply click on the field (textbox or dropdown) and at the toolbar you'll see the Sub-Label button or the Hover Text button

You can even use the Hint for other fields, and they should look like this

Even more , you can set your fields as required, by clicking on the Required button at the toolbar

I hope this helps you, let us know if you have more questions

But I want my responders to be able to check multiple checkboxes on one question, or multiple dropdown options on one dropdown question..... The checkbox and dropdown tools only allow for one selected answer....?????

I believe you have option to select multiple answer in checkbox. Refer this screen shot:
