Hi There. I'm using jotform as a "file upload" form from my website. Is there a way to get an email notification when someone uses it and uploads a file to us instead of having to keep checking?

By default, an email notification is created as soon as you build a form. The default recipient of the said email is the email address associated with your account.
Upon checking the form in the URL you provided above, I can see that the email notification is being sent to this email:
Should you want to change it to another email, please refer to this guide on How-to-Change-the-Email-Address-Used-for-Notification-Email.
