I want to DOWNLOAD submissions by FTP. I am not successful at getting a full CSV of my submissions. May I go up to your FTP site and download my submissions? And if so, how?

Could you please share the URL of the form to which you are trying to download the submissions?
The FTP integration built-in to JotForm is for uploaded files in submissions only. Normally, the submission data is also sent to the FTP in PDF format. You should see the PDF in the same folder where the file uploads as sent. But, there is no feature yet that will send the submission data in CSV format to an FTP server.

I've tried every way to get the responses to all download to me, preferably
in CSV. I never had a problem before, but now I can only get the first
page of them, no matter what page I'm on. Maybe I'm just missing some
small step.

It seems you have not enabled the option Send Uploads to FTP.
Please follow this guide try enabling the FTP: How-to-Send-Submission-Data-File-Upload-via-FTP
