Error says already submitted

We are doing the make-up applications and every time I submit it says that it has already been submitted.  How do I fix this to get the 63 applications I have left to submit?

The Unique Submission and Unique Question options are set to 'No Check' in your form. It means that form is supposed to allow multiple submissions.
