People are able to successfully submit other information and have told me that they also uploaded their photo. However, I am not receiving the photo in jotform.

Thanks for contacting us. Our developers have recently release a fix about Multiple Upload Button, the same issue with not receiving uploaded files.
I'd suggest you to clone the form and use the cloned version. Please be sure to update us for the results.
