Can the responses be seen if it's not submitted?

I wanted to know some people forget to click on the submit button. There responses can be seen or not.

You can only view the data in your form's submissions page when the form is submitted. 

I would recommend enabling Continue Forms Later option in your form settings so the user can save their progress and continue it at a later date through the provided URL.

Here's how:

Go to Settings > Form Settings > click Show More Options button > Continue Forms Later then set is to Enabled
