How do I upload a PDF file and get the user to fill it out exactly as it appears?

    I need my employees to fill out tax forms, but the government requires the form to look identical to the one they provide. So how do I upload their file, get the user to fill it out, and the final completed copy looks the same as if it were printed and filled out? 

    Attached is the form I need my employees to fill out. The completed copy needs to look identical to this one (same format, same layout, etc) as if the form were just printed.

    If the above PDF Form is fillable, you can import it to the PDF Converter. Doing so will create a web form where the user can make inputs and when submitted, a copy of the original PDF will be filled out with the same data that the user entered into the webform.
