The form that is disabled is the Community Grants 2019 which is not the form I want to use.  I need to use the Community Grants form that is currently active.

I want to make the Community Grants Application form that is check marked above to be linked to the Community Grants Application - Access form that is check marked above so that when applicants start to fill out the form they are able to leave the form and return.

I hope this helps to clarify and thanks in advance.

If you want the user to be able to leave and save the data in the form before submitting, so he can return to it later, please note that there are two methods:

    1) Working with two forms, as shown on this guide: https://www.jotform.com/help/97-How-to-Save-Forms-and-Continue-Later

The process can start on the form called "Community Grants Application - Access", so the data is passed to the form called "Community Grants Application", where the session will be created. If you will use this method, make sure to disable the Continue later feature:

    2) Using the Continue Later feature.

If you will use this method, there is no need to use two forms. All can be done from the form called "Community Grants Application", where the user will be able to click on the Save button to put his email address, and receive the link that he will use to continue later:
