I would like to be able to create multiple users that can access the form with name and password.

It is possible to add passwords in your form however, it is not possible to add a username.
To clarify, do you want to create a user that can edit your form?
Looking forward for your response.

I see...
I would love to have the functionality of managing customers/members who can access the form. I need 50-100 customers to be able to order some things every once a month.
I think it's great business potential in this area for JotForm.

You may use the password feature in your form however, if you want different passwords for each customer, you may use conditions to show/hide fields in your form or enable/disable the submit button.
Sample condition:

Please check it out and let us know if this fits your requirements.

That would make the customer management very difficult. I would have to change one input field every time there is an update on the customer's list.

We can forward a feature request to our developers.
Do note that we cannot give an ETA when this feature would be added or will it be passed.
Can you please explain further how you would manage your customers who can access the form? Do you want your form users to each have unique codes to access the form?
