Is it possible to send a webhook only if/after payment has been successfull?

As far as I can see, this can be sent as soon as the form is submitted. So yes, if the payment is unsuccessful, the form can either be not submitted or can end up as incomplete submission. 

So there must be a successful submission to send the web hook.
