How can I create a form that saves progress on an encrypted form?

I want to allow people to fill out and save their progress on an encrypted form. I follow the steps to do it for a normal form but the save button doesn't appear by the page breaks of form 2.

I have checked and cloned your form without changing any settings on it and I'm unable to replicate the issue.

Can you perhaps try to clone your form and see if it will replicate the issue?
