I'm creating three different forms with the same content, however, three different users will be collecting data. I'd like to use a static tag and tag this form with my mailchimp tags. I'd also like to use conditional formatting to add dynamic tags. Is this possible?

If you'd like to append both tags in the form, maybe adding a hidden field will work for you and using the prepopulation method.
Add a short text entry, and hide it.
https://www.jotform.com/help/434-How-to-Hide-Form-Fields
Next, get the names of the fields and use it to prepopulate as explained on the following guide:
https://www.jotform.com/help/71-Prepopulating-Fields-to-Your-JotForm-via-URL-Parameters
But instead of the custom data, you will add the value from MailChimp in the URL.
So, ex: https://www.jotform.com/200096351415144?organizationHosting=MCTAG
Organization Hosting Event is the hidden field (just an example).
MCTAG is your MailChimp tag.
I hope that helps. Please let us know if you need further assistance.

And it works in preview (read only)

But it's still not coming up as a Tag on Mailchimp. here's the condition I
set up:
