Send form to multiple email addresses

I would like to send the form to multiple email addresses. Where do I go to do that? 

You may add multiple recipients in your notification email.
Go to settings>Emails>Recipients and add your email addresses.

did the steps as shown above, have not received any emails. I am using a test database. is there something I need to do after SAVE.

I have checked the last form you edited and I can only see one email recipient and has no submissions yet.

I cannot send the form, as it contains confidential information. What I am looking to do is send the form link to a list of email addresses. After they receive the email, they can fill out the form.
