    Yes, you can downgrade at any time. 

    If you have made payment via credit card while upgrading, then you can click on the "Downgrade" button under the respective plans on the Account Billing page - How-to-Cancel-a-Subscription-and-Downgrade-Back-to-Free. 

    Else, if you have made payment via PayPal, you will need to first cancel the subscription on PayPal.
