I'm sorry, but you cannot add a user. To let others edit your forms, you can utilize the form collaboration feature.

If you want to share the submissions, create a grid listing report.

Yes, we can transfer forms from one account to another. If the forms you want to transfer are currently on your account, let us know the list and the username of the other account. If it's on another account, you need to log in on that account and send the request to this support forum.
