Is offline solution available via desktop or only via mobile phone?

As my client's organization blocks google forms – I would like to find an alternative solution. For that – I wanted to know, if JotForm lets me create almost fully offline experience, which connects only to sumbit the answers? Is offline solution available via desktop or only via mobile phone? 

You can use the JotForm Mobile forms without internet access. It lets you work offline, so you can collect data on the go. You can check and follow this walkthrough:

So – just to be sure – this option only works on mobile? I need surveys/forms to be downloadable/(and then) available offline mostly via desktop (and prefferably via mobile too).
