We are having issues sometimes with attachments that will not attach to emails.
We are also having issues with not be unable to open up the link to the attachments

I am sorry for the trouble caused to you. Do you mean to say that the send upload as attachment is not working for few submissions?
Can you please let us know the submission ID for which the uploads were not attached and you are not able to download them? The following guide should help you how to check submission ID: https://www.jotform.com/help/549-Where-to-Find-the-Submission-ID

Please note that we are currently using backup email server and they have limit on attachments which is 5MB. This limit will also be implemented in our mail email server as well.
It seems the size of uploads were more then 5 MB in your submission and that is the reason why the files were not attached for these specific submissions.

Its 5 MB total limit of the file attachments in email. If user has uploaded 3 file, the size of the uploads in total should not exceed 5 MB.
