How can forms be activated

I recd an email my forms were disabled due to space.  I am wondering why this happened.  If we need to delete a form, we can.

I have reviewed your account, and I was able to see that you have reached your limit for available space. This limit is different than the one for active forms. You can have up to 5 active forms at the same time, and 100MB space for their submissions. 

Most of this space will be occupied if you have any kind of uploads in your form. To free the space, you need to remove the submissions that have files attached to it.

Upload space, Submission Storage, and Forms have fixed limits, and they do not reset every month.
