Hello,
We are having a problem with users not being able to submit forms and payments via paypal. Were there changes to the terms/plan pricing on payments?

There haven't been any changes to the terms/pricing plans.
If you are referring to the form "91476200226147", I can see that payments were received for this form - the last one received as shown below.
Are none of your users able to submit the form? Are they receiving any error?
Upon checking the form submission page, I can see that there are two incomplete payments also for this form:

Please also note that you are nearing the payment submission limit of 10 submissions (currently at 8).
