I ahve two users who are using different versions of the iPhone. However the iPhone 11 Pro user cannot access the Form.

I assume that the user is using the Jotform Mobile app and that you have assigned him the form. Is that correct?
If so, could you please provide the user's account username/email address so we could check it on our end?
Also, please advise him to uninstall and re-install the app then try to login again and see if the issue persists. Based on the screenshot you provided, it seems there is an issue with the authentication/credentials which prevents him from accessing the form.
