I assume you are referring to the PDF Converter beta version. This is in Beta version and hence currently it does not have the Download button as shown in the guide.

Moreover, please note that the above guide is used to convert your online form to a fillable PDF form, whereas using the PDF Converter Beta version, you can importing your fillable PDF form into JotForm to be filled as an online form.
