For the free account, it says that there is a maximum of 100 submissions. If I'm planning to have multiple forms, will they have 100 submissions each or is it 100 submissions total for all the forms? Thanks

The 100 submissions are divided among the forms. In other words, if you had 10 forms and 10 submissions in each of those forms in a calendar month, your limit for that month would have been reached. You will not be able to receive additional submissions until the next month when the total will be reset to 100.
Of course, there is always the option to upgrade to a Premium or Professional account.

I got an email today saying I reached my limit @20 submissions. So forgetting what the limit was I went to upgrade, but the free account says 100 submissions. We have only one form, so that can't be the problem . . .

A guest account is different from a free account.
A guest account does not require you to create an account, but only forms. Forms in a guest account only has a 20 submission capacity and is cookies dependent. This means when your cookies expire, it's difficult for you to access and edit your form.
A free account on the other hand is an account that requires you to have a username/password. You are required to login to create forms and be able to organize them. A free account also is the one that you are looking for which by default has 100 submissions per month maximum capacity.
To create a free account, you will need to click the long orange "create an account -- it's free!!" button at the lower right part of your page.
Or you can go to My Forms, then click the "Create a Free Account" link at the left part side of the jotform page, just below the Secure SSL submissions counter.
