In The builder it shows me 4 payment options. When it is live, it only shows Paypal and Credit card.
How do I activate iDeal payment for my users??

As I check your form in the build mode, it is not displaying the other options at my end. However, as I tried checking your JotForm using VPN, the options seem to be country specific. I believe these options should be configured from your PayPal account.

I spoke to paypal and they said the following
Dear Mark,
Thanks for contacting PayPal Technical Assistance.
The iDeal payment will show only with buyers from Netherlands: https://developer.paypal.com/docs/checkout/integration-features/alternative-payment-methods/#availability
Or you could check if Jotform is disabling some or all the alternative payments as you can see on this link:
https://developer.paypal.com/docs/checkout/reference/customize-sdk/#disable-funding
If they are passing the &disable-funding after the client ID then iDeal could be one of those disabled.Both my clients and I are based in The Netherlands so it should just pick up the iDeal payment option with the paypal app

Here is another update from Paypal regarding this situation.
Could you please escalate this to your backend team too..? Or please let me know if there is anything you need me to do from my end.
Looks like jotform is using the Smart Payment Buttons. They need to integrate PayPal CheckoutJS or JavaScript SDK in a Vertical layout to allow APMs (Alternative Payment Methods) to appear. If they are not rendering the button using a vertical layout then iDeal or alternative payment methods will not be shown:

You need to tell jotform the above so that they can double check their integrationThis would be great if this could happen soon.

Hello,
Our new integration, PayPal Commerce Platform, supports Alternative Payment Methods. You can find it in our gateway list as the name of PayPal.
PayPal Commerce Platform can be used with the same account level as PayPal Checkout. You can easily change your payment gateway by using our Switch Payment Gateway functionality. In order to do that, please click the vertical dots on the right side of the PayPal Checkout and click on "Switch to another gateway".
You should select "PayPal" as the new payment gateway click "Use selection" button.
The payment gateway will be changed automatically. PayPal Commerce Platform has two payment methods. To give the same user experience, you can disable Show "Debit or Credit Card" toggle.
