Since the Spreadsheet to Form widget needs a "static" excel sheet upload we are unable to do some data validation dynamically i.e. whenever the data in the spread sheet changes. To circumvent this issue, here is my question:
Can we use the submissions of one form (say Form1) as an input to the Spreadsheet to Form widget in another form (say Form2)?
FORM 1 - will have three fields RollNumber, ExamName, Pass/Fail flag (this form is used by examiners only to indicate if a person has passed or failed his exam)
FORM 2 - will have fields Exam Name, Qualifying Exam RollNumber. This form is for students to register for new exams. When a student registers for a new exam, he/she must provide the previous exam RollNumber (qualifying exam).
The system must check if the student passed the exam or not and give appropriate message. So I created a Spreadsheet to Form widget field to accept the Qualifying Exam RollNumber to pull the Pass/Fail Flag. Can I make the submissions data from FORM1 instead of uploading a static Excel sheet?

Unfortunately, it is not possible. The Spreadsheet to Form widget can only pull data from an static Excel file. So, whenever the data changes, the only option is to upload a new Excel file in the widget.

I also heard that you have enabled the feature where we can upload a Google Sheet for the Spreadsheet to Form Widget. Is that true? If so, any specific steps to take?

Unfortunately, it is not true, the Spreadsheet to Form widget still only accepts .xls, .xlsx, or .csv files. Here is a user guide to assist you with using this widget: How-to-Use-the-Spreadsheet-to-Form-Widget
