We would like to have a sub-user but Jotform Enterprise's minimum is 3 users.

We would like to have the ability to have two permanent users for one form. Both need access to submissions and editing of the form. This form is being shared between two companies for joint projects. Each company has their own Jotform account.

According to the information I was able to find in Jotforms, collaborator is only good for a limited time and the sub-user function has been discontinued. The Jotform Enterprise has a minimum of 3 users which we don't require. 

Is there any way the sub-user function could be made available for 2 users?

The Sub-user function would not be possible for 2 users, unfortunately. Form collaboration would be the closest option to take for this case. This will enable them to edit the form but as for accessing the submissions, I would suggest is to add them to your notification recipients. https://www.jotform.com/help/39-Send-Notifications-to-Multiple-Recipients

Would you be able to transfer a template of my form to another account without us making it public? The other jotform account is danbearscare. 

I really don't want to have to rebuild it in their account.

In this case, one way to resolve this situation is to create a clone of your existing form, then you can share with us the clone URL/ID and we will transfer the clone to the other account.
