Coronavirus responder

Good afternoon! I am a counselor in private practice, and I have been looking into JotForm.

Am I considered a Coronvirus responder and eligible for the free unlimited HIPPA account?

Counselors are considered essential personnel.  Since I can't see clients in my office for the time being, I need to see them exclusively online in order to help them cope with this pandemic.
