Losing data when re-open to edit

I have a multiple choices element in my form. There are conditions defined to control if it is displayed.

I have the "Clear Hidden Field Values" set to "Don't Clear".

When I submit the original form items checked in the multiple choices element show in the saved data. When I re-open the form to Edit the choices are cleared?? All my other data fields are retained.

What is causing this?

I disabled the conditions and this did not resolve the issue?
