I filled out two forms to ensure that it was working. The first I filled out without the online payment option and click submit. This form was sent completed to my JotForm account. The second form was filled out and I used the online payment option then clicked submit. I was redirected and paid using my paypal account. My paypal account shows a pending charge however the completed form was not sent to my JotForm account.
Is it not working, or does the admin of the receiving paypal account have to accept the payment first in order to get the completed form?

It is probably because of the Pending Charges to your Paypal Account. You should pay with your Paypal Balance and or direct payment using your Credit Cards. This results to Incomplete Payments into your form. Please kindly check and mark as Complete by following this guide: How to View Incomplete Payments.
Note that if your customer will not send their payments after being redirected to Paypal Payment Page, their submissions will be forwarded or land to your Incomplete Payment Section. Check the guide provided for more details.
