Sorry to hear that. For a temporary solution you can use the the incomplete payments button to commit those pending submissions.
We will look into the problem and get back to your about it.
Is this just started happening out of the blue or was it happening before as well?

There was an issue regarding paypal subscription process and now it should be fixed.
