Recipient need to register?

I’m trying to send forms but the recipients keep saying they need to register. Is there a way for them to send it to them without them registering?

Form responders don't need to create an account to fill in the form as long as the forms are not assigned. If the forms are assigned, only the assignee may be able to view and fill the form.
