What specifically are the Sub-User accounts used for? Is there 1 Admin account and then that Admin can assign Subusers that have specific capabilities, such as creating/modifying forms, or access the consolidated data?
At the end of my collection process for using my form, can I export my data to an excel spreadsheet outside of Jotform? Is it mine to own?

You are right with that, when you create sub-account you just need to enter your sub-user email address so he'd get an invitation on how to proceed with JotForm and view the shared forms. When you share your forms to the specific sub-user, you can set permissions like "Edit Form" and "View Submissions". Example:
