Please explain the Panda Cloud Antivirus Safe Search Protection page it goes to when i attempt to download an attachment to a form.
I do not feel comfortable clicking the accept button before i know this is intentional.

Is this happening to all your file URLs? Can you please provide that file URL here so we can check? I think that's a false alarm since the file to be downloaded is just a PDF document but you have to take safety precautions when you download the file. Some users may put fake file extension but I don't it would work with JotForm. Just to make sure, it would be best to scan the downloaded file first before you opened it in your PC but I am sure it's safe.
Just in case you proved it wrong, it'd be best to contact panda security about it to whitelist the domain used in the file URL Or if there's a way to whilist it on the app, please do so. We will also do our best to get the said antivirus attention about this.

No, we do not put 3rd party security scanner on the file links. I think it has something to do with your email client. Some email clients like Yahoo uses their own security for scanning files before downloading it, so that must be a false alarm from the said anti-virus security. If there's a way to prevent the files being re-scanned, I would suggest to removed that. Kindly check your email client as well.
