I have implemented approval processes based on this answer to a previous question:

However, is there a way that when the form goes to the approving party, the portion of the form completed by the submitting party can be locked so that the approving party can't change their submitted portion?

This is indeed possible, following the same logic of the conditions explained on the step 6c of the guide, you can set up a condition to disable the fields if the URL contains "edit", here is a guide that will help you to do so:
