How can i make clicking a link in terms and conditions mandatory

I have a terms and conditions module. I have made the checkbox mandatory to submit the form, but i would like to make the checkbox unclickable until the user actually clicks on the hyperlink to the terms and conditions. Right now, a user can click the box without even reading the terms. How can i accomplish this? 

I believe a workaround for that is to use the Short Scrollable Terms widget instead. It prevents the user from checking the checkbox until he scrolls through the indicated terms.

Thanks JohnRex, but is there any way to make a user have to click on a hyperlink before allowing them to tick a box? 

Unfortunately, there's no option in the widget to achieve that. The best way to do this is the suggestion of my colleague.

Hello Vincent Ray and John Rex, 

I switched the option to the Short Scrollable Terms Widget you suggested so that was easy. However, in the PDF form that comes as an attachment on the email response, it shows the ACCEPTED but also the 4 pages of legal Terms and Conditions text after it. I am not sure how to remove the legal text on the PDF that we really don't need bogging down our PDF without removing the word ACCEPTED that is good to have on file. 

If i remove the response of the widget on the PDF layout will it still record and stay in the submissions history but just not on the PDF or will it not record anywhere that they ACCEPTED reading the Terms?
