i have a blog and im setting up a form where people can send me pictures that i might want to put on my blog, is there a way that i can restrict it so that the same person can only send one picture per day?

You cannot restrict the user per day.
BUT you can restrict it per user instead. Review this guide How-to-Set-Unique-Submissions-on-a-Form
Using the guide, you can prevent the same user in submitting the same form again.
You can also set limit submission on the form. Check this guide How-to-Limit-Submissions-in-a-Form

so if i change it to strict check and then the next day i turn the check off and then on again, will it let the user submit a form again?

You have to set the strict check to OFF the next day to allow users to use/submit the form again.
If you only set OFF and ON again, it is still possible to detect the same user. The checking is cookie base, it is possible the cookie data stays on the same user.

I believe I have the same issue.. I'm now at 717 submissions with 9 days left.
So as I understand it I can't limit my total submissions to a "value" per day.
I guess that would defeat the purpose of an upgrade. After a number of years this is the first time I've ever been so high.
If I disable the form that is being used so frequently can I have a custom message appear?
"Try again March 1st"
