Unfortunately, you can not control how the Progress Bar widget will count the fields. This is a built-in feature.
So, you can not make it count each table row or column as a single field. It will count the entire field.

one more condition
when the table has Due date column it will have "Status" Column also
so that field will be counted as filled only when Status column value is other than "Empty" or "Not startedThanks

What exactly do you want to achieve with this condition? Do you want to manipulate the Progress bar widget with this condition?
I would suggest you to please explain your question a bit more in detail. Please provide more information and we will try to suggest a workaround.

Can you give me an arternative idea how to cout multiples rows in one table structure. Like can we putt logics etc?

I am not sure if I have understood your requirement correctly. Do you mean to say that you want to count the number of rows separately in input table field?
Unfortunately it not possible to count the rows of input table fields separately. One way to achieve your requirement is to add separate input table fields for each row.
