If you want to allow your users to save the data and continue later, you can enable the Save and Continue Later feature on the Form Settings page. 

In case that the users will be submitting the same form multiple times, with the same info, you can pass data back to the same form. Inside of this guide, you can find how to pass data from one form to another, but the same approach can be used to pass the data back to the same form.
