Do you have to have an account to fill out a form?

I have been sending the link to people through text message and they are unable to fill out the form unless they create an account? Is this correct?

Users can fill out the form even without having a JotForm account. Everything depends on the sharing options you will use. 

As I can see from the form URL you provided, you have used adding assignees feature to share your form. In that case users are required to have an account.

However, if you share it through the form URL, it will be possible to fill out form without having an account:
