Why is it the form needs permission?

Why is it saying this. I sent it via email to my client. Here is the form

You seem to have sorted this out already. It's the Access Settings through Publish or Assign Form tab.

I didn't change that today. Were you able to see the form.

Yes, your form is public and anyone has its URL will be able to view/submit it.
